Harry Osborn: He wasn't bad in the animated series, or at least the one I saw, which was Spectacular Spider-Man, or the comics. In fact, he was awesome in the comics! The Spiderman live action movies on the other hand, not so much. I'd categorize him as the, if not THE, worst best friend Peter could ever make in his High School life or even on the planet. Even Mary Jane was a better friend for Peter than this guy. Not only does Harry take Peter's love <nobr>interest</nobr>, no the girl he had a crush on all his life, for himself just because he has more guts than Peter, but he practically betrays his best friend! I mean I can understand that his father died bla bla bla and he thought Spiderman was the one who killed him, but 1: there was no proof that Spiderman killed his father. For all Harry knows, Spiderman probably was returning him home or something. 2: Instead of asking Peter or talking to him about the situation, he just plots revenge, threaten Mary Jane, and prove more just how much of a jerk he is. A real best friend would not steal his best friend's love interest and <nobr>start</nobr> <nobr>dating</nobr> her, even if they both liked the same girl. If Harry was really Peter's friend, he'd be blabbing to Mary Jane about Peter's crush to hook his friend up with the love of his life. If they both had a crush on the same girl, Harry would talk to Peter about it and they would let Mary Jane decide. In the series, at least Spectacular Spider-Man, Harry was categorized as a teenage kid with issues dealing with neglection from his father, which led to him drinking the stuff that changed him into the Green Goblin (of course I found out that in the comics he was the Hobgoblin and his father was the Green Goblin, but that's beside the point). Harry and Peter did not have a crush on the same girl. If anything, they kinda had different taste in girls. That being said, I did read wikipidia and it did say that Harry dated Mary Jane before Peter, but Peter dated Gwen Stacy before dating Mary Jane. If anything, I would guess when Harry was dating Mary Jane, Peter was probably dating Gwen during the time before her death. Harry also blacked-out when changing into the Hobgoblin or the Green Goblin (Spectacular Spider-Man), so it wasn't vengeance that drove Harry to evil against his best friend as much as it was being addicted to whatever stuff his father created (like drugs or something) and dealing with neglection. At least with Harry's father in the first Spiderman, it made more sense that he was possessed by that green stuff and he was somewhat threatening and intimidating. With Harry, he's just a big spoiled jerk to his best friend and Mary Jane. I'm glad they killed him off at the end of the <nobr>movie</nobr>. Really Peter Parker, how about you start hanging out with Flash Thombson from now on? I'm sure he'd make a better friend than the spoiled brat you hang out with that likes to steal your girlfriends! Actually, I read from wiki that Peter did have a close friendship with Flash Thombson around the end of college and adulthood. Go figure!

Rex and Weevil: Since Yu-Gi-Oh is known for its good and bad villains, I decided it was best to choose which villain(s) would fit this list. Luckily, I found two that fit the bill. It was rather these two, Ori-Yami, or Anubis. You know who won that round! These two are not only bad for villains, but they're EXTREMELY ANNOYING! It was fine when they dueled against Yugi and Joey in Duelist Kingdom, and then Battle City, but then they started stalking, spying, sneaking into airplanes, joining a cult, being possessed, sneaking into a tournament, then stealing the god cards for rare cards. As Littlekuriboh mentioned, this must be some alternate universe where nerds bully other nerds. These guys are idiots! Why do they need to know about some rare cards? Are they planning on selling them on the black market? Why sneak into an airplane just because you both overhear Yugi and his friends meeting Maxamillion Pegasus? Why are you even spying on Yugi and his friends? Why join a cult you know is trying to destroy the world? It's no wonder Littlekuriboh compares them to Beavious and Butt-head! I think they really are high! Not to mention they're about just as threatening as a whiny cry baby! I'm just asking myself why Yami didn't just throw Weevil off the train when dueling against him! They whine about how they have no money and have to live off the streets just because they lost to Yugi and Joey in Duelist Kingdom and Battle City. HOW IS IT THEIR FAULT YOU DEPEND ON GAINING MONEY BY PLAYING DUEL MONSTERS! If anything, Rex and Weevil are losers! All they live by and gain money from is by playing a dumb card game that my friends play during lunch on the ramp outside! It's like blaming the guy you lost to Blackjack, because they won your loot! Rex and Weevil have no reason to hate Yugi or Joey, they're losers, they have no life, and they don't deserve to have a life. At least the other villains from Yu-Gi-Oh had some sort of life! Even Harry Osborn had a life, despite being the worst best friend and villain in the Spiderman movies. He was also threatening, since he did almost kill Spiderman. Rex and Weevil have no life, no chance, and no success. The next time they duel against Yami with the seal of orichalcos, Yami can just throw them off the train!

8: Box Ghost: I had to put this guy on the list. Seriously, he's about as threatening as a bunch of boxes and bubble wrap... no pun intended. The Box Ghost can be described as a villain wannabe. He wants to be the villain, he wants to be scary, but he's just not scary. Though, I will give him credit for ruining Danny's locker, putting Danny in a dress (rofl), trapping Sam and Tucker with magical boxes, helping defeat Lord Pariah, and almost terrorizing Amity Park with Pandora's Box. Still, you take out Pandora's Box and you get a villain not worth fighting, except maybe if you need a good punching bag. To be fair, I actually do like the Box Ghost, he's a funny comic relief, when he gets his own episode he is threatening, and... I like his catch phrase. "BEWARE! FOR I AM THE BOX GHOST!" Lolz I love that guy. He's a villain that's not supposed to be taken seriously and when he is, you can be sure to fear his magical boxes of terror that will throw you out of the Boxing Ring. Seeing that the Box Ghost is more threatening 10 years from Danny's time line, we can be sure that the Box Ghost will improve a lot. Just as long as he's the Box Ghost.

7: Every Villain from Word Girl: To be frank, I can't name one villain that's more lamer than the other. They're all lame and pathetic equally. Most of these I've never seen before like Ms. Question, Theodore McCallister III, or whatever, though I'm sure they're just as lame as the rest of them. Ones I have seen are Birthday Girl, who is a spoiled little hulk that just wants to get everything she wants and thinks everyday is her birthday. I feel like this girl just needs a good spanking if anything. Unfortunately, she's the only girl close to being more threatening than all the other villains I'm about to explain. There's also Granny May, who pretends to be sweet and nice, but really is a common thief. What makes her pathetic is that she has to be put on house arrest and the fact that she's a rip-off of every granny villain that seems nice, but tries to hypnotize people and make chaos. It's a cliché that just needs to die already and with Granny May, she's not making the cliché any better. Another one is Mr. Big, who is a rich evil cooperative businessman that controls people with mind controlled devices, as if we've never seen that before. This would be actually a good villain takeover, except he only mind controls people to do stupid things like buying his products or something. I feel like banging my head against the wall. Though, the worst of the villains are The Butcher and Chuck the Evil Sandwich Making Guy. The Butcher has a cool name, except he does villainous crimes using fking raw meat! He's as threatening as the Lunch Lady from Danny Phantom, except she was actually funny! Chuck the Evil Sandwich Making Guy is just a villain wannabe obsessed with Sandwiches. Though, compared to the Box Ghost, he's never threatening at all and doesn't seem like he'll ever improve. Dr. Two-Brains is also another lame villain, because as threatening as his abilities are, his evil plans are not really evil at all. All they are is turning the city into cheese or something! As I said, every villain is equally lame because their plans are stupid and not villainous, they're just whiny pests, villain wannabes, or just lame. Even their names are lame that they surpass the names of the Batman villains. Don't get me wrong, I do like the show Word Girl, since it is a show to teach kids how to spell and uses the idea of a spin-off show off of other comic book superheros. Though, if I was to say that the villains there were awesome, I'd be lying. They're lame and most of them are just rather whiny crybabies or are losers that live in their mother's basement. Again, I haven't seen all the villains, but I'll bet you one million bucks that they have a stupid name, their plans are stupid, and when they are threatening, it's just for something stupid and idiotic. I've even looking at wikipedia and so far, I seem to be right about the villains I've never heard of. Word Girl, great show to teach kids how to spell, bad ways of portraying good villains.

6: Fifi: Worst movie with the worst villain. I never thought anyone could make a villain this lame and this stupid, but I guess I was wrong. Fifi is a combination of a gay cross-dresser and a someone from the Godfather. I am not kidding! This villain is a guy... yeah, I had the same reaction you did. Fifi is a dog spoiled by his owners and overreacts about everything. It's like he thinks that just because he had a scare in his backyard when he was in the bushes at night means that all wild animals are EVIL. Seriously, this pup needs to be inside an insane asylum. He thinks that all the wild animals are out to get him and are planning world domination or something. I could never understand why anyone would think Fifi would be a perfect villain for an Open Season sequel! In the first Open Season, the villains where the hunters hunting animals, since it was open season. In the second, it's an overreacting, insane, cross-dressing dog who thinks wild animals are evil. Also, the idea that the wild animals are trying to rescue their dog friend from returning to his owners is just as bad. In the first movie, it was trying to explain how exotic pets are happier in the wild, but this... I don't even know what to call it! It's like the pets think being in the wild is evil and the wild animals think being a pet is torture! There's nothing exciting about that and honestly, I think those wild animals should've left Mr. Winnie alone with his owners and I think Fifi should go to the pound. I heard there was an Open Season 3 where Fifi is the protagonist... SOMEBODY KILL ME NOW! Fifi, worst idea for a villain to ever come up by Sony Pictures.

5: Scrappy Doo: Scrappy Doo! Seriously? WHY SCRAPPY DOO!? If you want to name the worst villain to ever be put on a Scooby Doo movie... or even show for that matter, it's Scrappy Doo. Don't get me wrong, I love Scrappy Doo. He was like one of my favorite comic reliefs. I know people say he's annoying, but I actually tend to go for the annoying and obnoxious characters like Mater from Cars (explaining why I like Cars 2. Don't ask me if I like Larry the Cable Guy, I've never heard of him or seen his shows before!). What I don't like is when those annoying and obnoxious characters turn evil. I could never understand that. Why did the gang decide to leave Scrappy Doo on the streets? I know he's annoying, but he's only a puppy and he's Scooby's nephew no less! Another thing, how was Scrappy even able to trap the real Mondavarious in a hole? He's like one foot tall and he didn't have the ability to grow ten times Scooby Doo's size! Lastly, why Scrappy Doo? WHY!? Why does HE have to be the villain? Fred being the villain would make more sense than Scrappy, as much as even that wouldn't make sense. Even if Scrappy was kidnapped by dog nappers, the gang couldn't find him, and Scrappy was hypnotized to turn against Mystery Inc, that still wouldn't make any ounce of sense! It was better for a mary-sue OC to be the villain than Scrappy Doo. He just needs to rather help the gang, being the funny comic relief he is, or just not show up at all! Scrappy Doo, makes as much sense for him turning against his comrades as it is for Robin to turn against Batman... there better not be a Dick Grayson turning evil. Unfortunately, this is the last villain to ever be mentioned that is somewhat of a threat. Scrappy did grow huge and strong and was threatening at that. Other than that, just kick the dog and send him to the pound and he can make love with Fifi.

4: Dr. Doofenshmirtz: Again, I do like this guy, he's funny and wacky, but if I was to say that he's not a lame villain, I'd be lying. He has every reason to be evil, but his plans are not even villainous plans. Even the villains from Word Girl had more threatening plans than this guy! His plans are to rather make everyone's voices high with helium, turn the world into jello, put a bunch of pop ups to annoy people, or to erase every embarrassing message he made to his girlfriend. They're not evil, they're just... I don't know what to call it. Just Dr. Doofenshmirtz being silly and making lame revenge schemes. I would say he's a villain wannabe, but he's not even trying to be a villain. He's just wanting to do stuff that makes him feel better. Like if he's scared of bats, he just wants to get rid of the bats and that's it. At least with the Box Ghost and Chuck the Evil Sandwich Making Guy, they at least try to be evil. Dr. Doofenshmirtz is not even trying to be evil. He's just wanting to feel more better about himself, because he doesn't like to face curtain trials alone. Though, him being a lame villain is why I love this guy. He's basically a parody of a spy villain, so I respect him for that. Still, he's lame and has to go on the list.

3: The Hooded Claw: I don't think this guy has a name besides The Hooded Claw. This guy was first introduced in the Wacky Races. He was very threatening in the Wacky Races series, because he would always try to find ways of winning the race. He most likely would attack all the other racers, even the Ant Hill Mob. Though, when the show The Perls of Penelope Pitstop comes around, he turns into this pain in the butt who just is making Penelope's life harder. I mean the girl is just enjoying her day, then this guy comes just to ruin it. Why does he even want to kidnap Penelope? What's his motive? Why is he wasting his time with the girl? Now, I did read wiki and it says he's trying to kill Penelope to steal her fortune, since he is her guardian. I... guess that makes sense, but still, why didn't you try during the Wacky Races? If your her guardian, why don't you just poison her drink or something? Seriously, him showing himself up and kidnapping Penelope over and over again is just as old as Wile E. Coyote chasing Road Runner. I would compare him to Bluto from Popeye, but Penelope often rescues herself and rarely does she need help from the Ant Hill Mob, compared to Olive Oil, who always and ALWAYS needs Popeye's help. On the other side of the coin, I do encourage any of you that have never watched The Perls of Penelope Pitstop or Wacky Races to watch them. Seeing that this show came around the early 1970's, I'm impressed that the show makes their main heroin someone who can take care of herself and always find ways of getting out of sticky situations instead of relying on a man to save her. The Ant Hill Mob depict a group of criminals or former criminals that tend to help Penelope when she has to deal with The Hooded Claw... AGAIN! I was impressed with the show and how they can make a show about a girl who gets kidnapped almost all the time more than Princess Peach and make it a really great and enjoyable show. It's funny and if anything, it's the villain that's annoying than Penelope, because she's not being a Louis Lane, but just trying to enjoy her day. As for the Hooded Claw, you can be sure that this villain is so lame that even his dog agrees and laughs every time he messes up.

2: Team Rocket: You guys knew these villains were gonna be on the list. All they want to do is kidnap Pikachu... I guess because they want a cool pokemon? I don't know! I read from Wiki that these guys are part of an organization (yeah, certainly didn't know that! :sarcasm:) that plan to steal rare and powerful pokemon to take over the world... somehow. Seriously, this is almost as dead as Chazz's brothers in Yu-Gi-Oh GX planning on world domination. For one, Picachu is not rare, in fact there are other Pikachu's and ones that have evolved to Raichu. Why don't they go after a Raichu if they want a powerful monster with electric bolts? If you just want a Pikachu, you suck! They keep appearing for the same reason, trying different ways, dressing in different disguises that makes Principal Prickly and TJ's disguise in Recess School's Out less obvious, and using the same lame line over and over again! "Prepare for trouble, and make it double, to protect the world from devastation, to unite all people within our nation, to denounce the evil of truth and love, to extend our reach to the stars above, JESSE! JAMES! Team Rocket blasts off at the speed of light, surrender now or prepare to fight, Meowth that's right!" I don't care how it's revised, it's still the same freakin' line! Then, when they loose, they say "Looks like team rocket blasts off again!" Seriously, these guys are so annoying, I can't even call them villains. All they are there for is just to annoy Ash and his friends even more. I mean they might as well just not even follow Ash at all. They're plans fail, they're as obvious as Plinkton's evil schemes from Spongebob Squarepants, and they're catch phrase is as annoying and obvious as the Barney songs. Though, I will give them credit for when they helped Ash in Pokemon 2000, but that was the only time I ever was impressed with them. They were also okay in the Pokemon Movie Mewtwo Strikes Back, at least around the middle of the story, since they weren't trying to kidnap Pikachu for once. Though, besides those times when they're not after Pikachu, they're just a bit of annoyance to Pokemon. Seriously, do they ever quit... EVER!? It's time for Team Rocket to blast off FOR THE LAST FREAKIN' TIME FOR ONCE!

EDIT: I had never read Pokemon Adventures manga and remembered little of Team Rocket from Pokemon Silver when writing this list. Team Rocket in Pokemon Adventures and the games were actually very threatening villains, mostly in the manga Pokemon Adventures. Compared to Jesse and James, these guys showed their strength mostly through numbers and their skills of different variety. In Pokemon Adventures, the twist of the Team Rocket leader (not saying his name, because I can't spell it by heart) didn't stop there, because other gym leaders were also members of Team Rocket and nearly killed Red, Green and Blue. These guys not only test the limits of our main characters, but eventually join them. More threatening members join Team Rocket too and each had different reasons to like them. The first pair joined for power, the second became temporary leader to save a Pokemon he lost, and the third batch were on a mission to help retrieve the son of the leader of Team Rocket. The team not only prove to have more depth into darker and harsher elements like kidnapping and abuse, but also showed that each team member had a reason to be evil that each of us could relate to (in other words, there was more going on than capturing Pokemon and using them as objects). There were ones that had lame reasons, but proved wroth with the strength they gave and the limits they pushed our heroes to, compared to Jesse and James, who were nothing but plain annoyance. Even when Team Rocket was after Picachu in Pokemon Adventures, there was an actual REASON that's not repetitive. On top of that, Team Rocket was so threatening, they even cripple Red for two TWO full sagas from Yellow to Gold and Silver to the point where he couldn't be the gym leader or fight Pokemon battles. Now, imagine if Jesse and James actually did that to Ash! When I say Team Rocket on the lamest villains list, I am talking about Jesse and James ONLY. The rest of the members are a different story, even in the anime. Compared to Emperor Pilaf, where even when he was threatening in the manga version, it was only by slightest. I have to mention this, because Team Rocket from the manga are actually a HUGE upgrade from Jesse and James. 

Now, after playing Soulsilver, I've come to the conclusion that Jesse and James were probably supposed to be parodies of the two annoying Team Rocket characters from the game. One looked like a drunkard idiot and the other one was a snot-nose bitch. I suppose that makes sense, but that doesn't take them off the list. Just because they're parody doesn't mean they're not lame. With that said, I now know why they are as lame as they are. This doesn't make me like them less or more, but is a fact I just recently learned.

1: Emperor Pilaf: Hard to believe, even my friend was surprised, but there is a villain that is so lame, he surpasses Team Rocket. That's right folks! Emperor Pilaf from Dragon Ball! At least with Team Rocket, as annoying as they were, at least they had good plans to take Pikachu, at least they faced Ash and tried to be devastating, at least there was a time where they were successful! This guy... there's no hope for him. He's always scared of Goku whenever he hears the name, he cowers like a little kitten, when he does fight all he does is talk and his plans are a huge fail from the start, and he just sucks. His appearance just makes you want to roll your eyes, even Goku is annoyed by this guy and his gang! His plan is to collect all the dragon balls to make a wish on ruling the world (OF COURSE!) and even stealing powerful items along the way. His plans are an impossibility, his character is annoying and idiotic, his henchmen are twice as annoying, and the only thing he's good at is just making Goku's life harder. Pilaf is even stupid enough to release a power hungry psycho murderer just to take over the world only for this power hungry psycho to turn on him (WHAT A SURPRISE!). He's so pathetic, he can't even keep a girl hostage without getting his butt kicked. Seriously, he kept Chichi hostage and she kicked their butts in only a mere second. Even Bella Swan from Twilight could take this guy, he's so pathetic. The worst part is that Emperor Pilaf and his gang return in Dragon Ball GT! (screams obnoxiously loud) WHYYYYYYYYYYYYYYYYYYYYYYYYYY YYYYYYYYYYYYYYYYYY!? I THOUGHT YOU GUYS HAVE LEARNED YOUR LESSON ABOUT THESE GUYS! DO I NEED TO SPELL IT OUT FOR YOU!? KILL OFF THESE FREAKIN' IDIOTS! THEY'RE NOT WORTH PLACING IN AS VILLAINS AND THEY'RE NOT WORTH GOKU'S TIME! HE'S GOT BETTER THINGS TO DO! (sighs) Glad I got that out of my chest. Emperor Pilaf... he just needs to die already! He deserves a slow and torturing death sentence for huge annoyance and a waste of the audience's and Goku's time. He's not even worth using as a punching bag. He just needs to die. If Emperor Pilaf is ever killed off in Dragon Ball GT or whatever Dragon Ball shows that come up, please send me the link and I'll gladly bring popcorn and soda just to watch the show. In fact... (smirks, then leaves and comes out with a Dragon Ball) time to get rid of that little smurf coward once and for all!

Pilaf: (jumps through my window) Time to get the... (sees me forming some sort of energy ball between my hands) what are you doing?

KAMEEEEEEEEEEEEEEEEEEEEEEEEA MEEEEEEEEEEEEEEEEEEEEEEEEEEE EHAAAAAAAAAAAAAAAAAAAAAAAAAA AAAAAAAAAAAAAAAAAAAAAAAA! (releases a huge light of energy at Pilaf and he screams while burning into ashes. I pants) Finally, he's finally gone. Now, we will never have to see that annoying little chaos EVER again!

These are the other lame villains that I had in mind to put on the list, but never made the top:

Evil Casper – Casper's Scare School: I never put him in, because he only appeared for a mere second and he was only annoying, because he came out of nowhere, made no sense to the plot of the story. He was also cliché and not really threatening as much as he was just annoying.

Number 88 and 89 – American Dragon Jake Long: They're the most annoying villains of the show, but didn't make it, because they were smart, they did make chaos, and were threatening. The only thing that made them annoying was their accents, cowering when things go wrong, and when they talk. I can't really say that they surpass Harry Osborn. Harry had head trauma after the first attempt while these two survived the Kraken, which if you watched American Dragon Jake Long episode The Academy, you can see how dangerous that animal is. They're lame, but not that lame.

Ori-Yami – Yu-Gi-Oh: I needed to find one villain from Yu-Gi-Oh, since it's known for it's great and lame villains. Ori-Yami was one of them. I'd call him Evil Yami, but the only evil thing he does is just being rude. He also downgrades Yami Yugi from season 0. I would put him on the list, but he only appeared in one episode, he did seem somewhat intimidating, and he wasn't annoying. There are also some fans that like this guy. Rex and Weevil, on the other hand, kept coming back during the fillers when nobody even wanted them to come back. I would most likely want to kill Rex and Weevil than Ori-Yami.

Anubis – Yu-Gi-Oh: This was a suggestion from Aqua Girl 007 on . As much as he's as disappointing as General Grievous from Star Wars, he actually is threatening. I wouldn't say he was lame as much as he was disappointing. I mean he did turn into that huge dog creature at the end, pretty much destroyed the Kaiba Corp. dome, Brainwashed Seto Kaiba, and even weakened Yami Yugi a lot. This guy's pretty badass, like General Grievous. The reason General Grievous was disappointing was because he went from being threatening to being easily killed off. The same thing can be said about Anubis. Even the name Anubis Lord of the Dead sounds threatening. That's why he never made the top.

Lan Hawke – Alvin and the Chipmunks Movie: The only reason was because he never surpassed Harry Osborn. He would be at number 11. This guy is annoying! He keeps trying to find ways of making money by hiring three chipmunks to sing for him. If not, he's broke and lives on thes streets, making no sense out of that despite him seemingly doing pretty good before making the Chipmunks popular. He's as pathetic as the Lieutenant from the first Transformers movie and as cliché as the Spy Kids villains. The only reason he's not threatening is because of his profession. All the guy is is a businessman that went downhill after the first Alvin and the Chipmunks movie. Again, why did he lose his job? That... doesn't make any ounce of sense.

Bluto – Popeye: Like The Hooded Claw, Bluto just keeps trying to kidnap Olive Oil or beat up Popeye just to win Olive Oil's love. Though, why he's not on the list is because Olive Oil is just as lame and sometimes her being kidnapped is her own fault. I really don't feel sorry for that little annoying broad. She's so stupid that she thinks gasoline is a cleaning product. I'm not kidding, there really is an episode when Olive Oil was using gasoline as a cleaning product. I think it was a psa episode. Please don't ask me about the whole psa about using gasoline as a cleaning product. Just check out the Linkara psa hell month review on the comic Daredevil Versus Vaporia. Bluto's also a pretty devastating villain and a lot of times isn't always a villain in particular as much as he's just a selfish jerk wanting to get his way. Again, I blame Olive Oil through most of the times. The Hooded Claw, on the other hand, really needs to leave Penelope alone and let her enjoy her day.

Dr. Dementor – Kim Possible: A really lame villain in Kim Possible. He never really does much, except in one episode on season 4, and the only villainy thing he does is steal Kim's super suit. His accent is annoying, he's just an annoying thief wanting to steal something for no particular reason, and seems more like a villain wannabe, but doesn't want to admit it. He's not on the list, because he's not as lame as he is just annoying.

Aporiah – Yu-Gi-Oh 5D's: Again, not as lame as he is annoying. All he talks about is dispare and junk and it makes you want to punch him in the face. Other than that, he's quite threatening and even almost kills Luna and weakens Jack. He's definitely threatening, but annoying too.

Plinkton – Spongebob: This guy is definitely lame and would make a top 15, just not top 10. All he wants to do is steal the Krabbie Patty formula just to get costumers and make money. He's always failing, always getting himself in trouble, and always thrown back at the Chum Bucket. You could also argue that he's like Harry with being the worst best friend with Mr. Krabs, but 1: originally, the show never intended on making Plankton Mr. Krabs best buddy, just a rival who wants to steal the formula. 2: I've always thought it was both their faults, mostly Mr. Krabs. If anything, it was Mr. Krabs who was mean to Plinkton than the other way around. Not to mention this guy does prove to be quite threatening by making Spongebob steal the Krabbie Patty using mind control on the episode of his first appearance, making Spongebob work for him, and even taking over Bikini Bottom without any super powers (like the Box Ghost) with his ingenious plan. This puts him below the top 10.

Dr. Claw – Inspector Gadget Movie: He was lame in the movie, but not as lame as Harry. He did kidnap the woman, making a look-alike of Inspector Gadget was pretty genius, and honestly both him and Inspector Gadget were equally lame. I'm not even sure if this guy would make a top 15. He probably would, but not the top 10. I also heard that in the animated series, he was very threatening. I think if anything, Dr. Claw was just downgraded, not make him lame.

EDIT: Someone mentioned about this villain and I sincerly apologize for not mentioning him at the runner-ups, because I did think about putting him on the list. So, here he is:

Swiper the Fox - Dora the Explorer: As you already guessed, I did think about putting him on the list. Though, what made me change my mind was VERY hard thinking. What makes a villain lame is how well they do their job, whether it's taking over the world or robbing the world's finest jewelry. So, why isn't Swiper on the list? I mean he's obviously not that good, if the only thing stopping him is saying "Swiper no Swiping." The thing is, and this is going to be REALLY hard to believe, but... Swiper does a better job at what he does than you think. Yes, "Swiper no Swiping" is a very lame excuse for weakness, but you could argue the same about yellow being the Flash's kryptonite. The point is, there has to be more that makes Swiper lame than just saying "swiper no swiping." I could think of a million reasons why Harry Osborn from Spider-Man 3 is lame, but only one reason for Swiper. How I see it is that it's not that Swiper is lame, but just has... morals. He's like the naughty little kid that wants to steal a candy bar and when someone tells him it's stealing, he puts it back on the counter, so he doesn't get caught. It's not being lame, it's a way of preventing yourself from getting in trouble. Being that Dora the Explorer is a show for kids five and under, every character is going to act the age of 3. Aside from saying "Swiper no Swiping" is Swiper good at what he does? ... yeah. In fact, he's able to swipe things from Dora and Boots before they can finish the sentence almost half the time in the show. Swiper the Fox actually has succeeded a number of times swiping from Dora and Boots, compared to Harry Osborn, who never succeeded in laying a scratch on Peter. If a villain is able to succeed in winning almost half the time of the show, then he has to be a better villain than half the DC and Marvel villains, which is saying alot. I like villains that are able to succeed half the time and isn't that what Swiper does? Doesn't he succeed almost half the time or even more times than you can count? Doesn't Dora not always win against Swiper? If anything Swiper keeps Dora from being an overpowered mary-sue. Every other villain Dora faces hardly gets as much wins as Swiper does. Besides, having Swiper as a lame villain would be very unfair for him, being that Dora the Explorer is a show meant for kids 5 and under and is meant to teach kids Spanish and problem solving. The same can be said for villains from shows like Martha Speaks or any other show meant for kids 5 and younger. Now, Word Girl, on the other hand, doesn't have good villains that give the hero any sort of struggle. I know that's making me a hypocrite by comparison, being that the Word Girl villains are kinda no different from the two dog snatchers from Martha Speaks, but one, you're talking about dog snatchers against a talking dog, compared to a mad scientist rat turning the town into cheese against a girl with super strength and the ability to fly at high places. Two, the dog snatchers actually do succeed and give Martha some sort of struggle, compared to Word Girl, where she hardly is given any struggle, besides having to wait in line and hiding her secret identity. Again, I did think about it very hard and Swiper doesn't fit as a lame villain... sorry.

Okay, I found another villain that was very VERY close to surpassing Emperor Pilaf. I'm not going to change the list, because he's from Dragon Ball Z and so on. Actually, I'm gonna point out two villains just in case someone might point him out.

Broly- This guy is the one that almost surpasses Pilaf ALMOST. He's supposed to be the “Legendary Super Saiyan” that could destroy worlds and probably the whole universe, but to me he's just a big cry baby with the worst temper tantrum he never learned to control. On top of that, he has to have the worst father of the century. The reason this guy is almost as bad as Pilaf is because he's a movie villain that keeps coming back for some stupid reason and it just has to be so hard to defeat this guy for Goku, then Gohan. I mean CO'MON! This is the guy that defeated Piccalo while paralyzed, the guy who defeated Vegeta and killed Nappa, the guy who beat up Frieza so bad he had to wear some sort of cyborg armor, and he can't handle a guy with anger management issues? Not only that, but Broly easily beat Gohan to a pulp AFTER HE LEARNED HOW TO TURN SUPER SAIYAN A FEW DAYS BEFORE HE DEFEATS CELL!! No, at this point, Gohan should know how to go Super Saiyan 2! At this point, he should have surpassed his father! It's because of the first movie, I'm not gonna bother the second return of Broly. Third one, I'll give it a shot, because Broly is a clone at this one and the opponents are two troublemakers 7-8 years old and an android with temperament issues. In other words, people I can see having a hard time with Broly. Goku and Gohan on the other hand... no.

Garlic Jr.- I honestly don't see this one as “lame” and the reason is simple. Yes, I know he's an Emperor Pilaf knockoff, but he's Emperor Pilaf DONE RIGHT. I'm not kidding. I really seriously think Garlic Jr. was an Emperor Pilaf done right! He has more guts for one thing. He's not going to run off like an idiot, then stalk Goku or Gohan to only give either of the two a hard time. No, Garlic Jr. knows what he wants and does what he has to do to get the job done. He was smart, his plans were well thought out, he's a fighter I can take seriously, he seemed threatening, and I did like that Gohan beat him when he was barely five. I say kudos for Garlic Jr. The main problem was never Garlic Jr, but his second appearance being at the beginning of the android and Trunks saga. Really, that Dawn of the Dead rip-off that lasted 3-5 episodes should've been a whole movie. It would be like that Android 13 movie appearing right at the beginning of the fourth season and lasting 4-5 episodes long. Really, I like Garlic Jr. I just wish he didn't appear a second time at the beginning of the third season.

EDIT: Okay guys. When I did this list, I did purposely placed in lame villains that were comically lame. This is a mix of both the serious villains and the comically lame villains. As long as the villain is under the category of "lame" they fit the list, no matter if they're supposed to be taken seriously or not. Also, I mentioned to like these villains, because they're "lame." I've been getting comments about this. Yes, I know they're not supposed to be taken seriously, no, I'm not taking them off the list.
